Internal blinds don't count.
Since 15 June 2022, Part O of the Building Regulations has made overheating mitigation mandatory in all new residential builds. Internal curtains, blinds and shutters do not satisfy the requirement. Only external solar shading does.
The Future Homes Standard, laid in March 2026 and in force from March 2027, tightens this further. External shading is no longer optional.
